State law directs the Department of Health to provide over-site for Onsite Septic Systems (OSS). In turn, the DoH develops the rules and regulations to perform that over-site. WAC (Washington Administrative Code) 246-272A is a 45-page document of definitions, rules, and requirements.
This is where OSS owners will find the source of government overreach. The assumption that OSS pollute ground water and contaminate water wells is the foundation of this document. There is no scientific justification for the assumption, but words like “Potential”, “Could”, and “Might” litter the document.
